Interstate 990 (I-990) is an auxiliary Interstate Highway located entirely within the town of Amherst in Erie County, New York, in the United States. It runs in a roughly north–south direction for 6.43 miles (10.35 km) through the southwestern and central parts of Amherst from I-290 north of Buffalo to New York State Route 263 (NY 263; named Millersport Highway) south of Lockport. It is the highest numbered Interstate Highway in the United States. I-990 serves as a connection between Buffalo, the University at Buffalo, and Lockport (via NY 263 and NY 78).

Like I-590 in nearby Rochester, I-990 does not physically meet I-90, its parent Interstate Highway; instead, the highway makes the connection by way of a "sibling" highway (I-290). The first portion of I-990, from I-290 to Sweet Home Road, opened to traffic in the early 1980s. I-990 was extended north to North French Road later in the decade, then to NY 263 in 1990.

I-990 begins at a semi-directional T interchange (exit 4) with I-290 (the Youngmann Expressway) in the Buffalo suburb of Amherst. The ramp from I-290 parallels the Youngmann over Sweet Home Road (unsigned NY 952T). After leaving the interchange, I-990, known as the Lockport Expressway, proceeds northward along the western edge of the SUNY University at Buffalo campus as a four-lane divided expressway. After the campus, the highway enters exit 1, which connects to the Audubon Parkway via a two-lane connector to the campus. I-990 bends northeast and into a partial cloverleaf interchange (exit 2), which connects to Sweet Home Road.[4]

Now crossing northeast through Amherst, the interstate parallels and crosses over Dodge Road (County Route 45 or CR 45) just west of the junction with North Forest Road (CR 294). I-990 expands to six lanes just as it enters exit 3, which connects to Dodge Road and the northern end of the Audubon Parkway. I-990 continues eastward on a parallel of Dodge Road, crossing into the hamlet of Getzville, where the expressway crosses over NY 270 (Campbell Boulevard). Just after the NY 270 crossing, I-990 bends northward once again, entering exit 4, a diamond interchange with North French Road (CR 299).[4]

I-990 bends northeast once again through Amherst, turning eastward across Hopkins Road (CR 87), just before entering the stub end of the interstate, which is designated as exit 5, connecting to NY 263 (Millersport Highway) at an at-grade intersection. A ramp is present on the northbound lanes that would have continued east as an extension of I-990.[4]

Plans to construct a limited-access highway between Buffalo and Lockport were formulated as early as the 1970s. Under the 1971 Regional Highway Plan for the Buffalo–Niagara Falls area, the highway would begin at I-290 and head generally northeasterly to NY 31 east of Lockport. In between, it would intersect the proposed Belt Expressway as well as NY 78 (Transit Road).[5]

The outer belt proposal was mostly dropped; however, construction began in the early 1980s on the portion of the Lockport Expressway from I-290 to Sweet Home Road. The highway was opened to traffic as I-990 by 1985. An extension of the highway to North French Road was built during the mid-1980s[1][2] and completed by 1990 as part of I-990.[6] A second extension of the freeway to NY 263 (Millersport Highway) southwest of Lockport was opened to traffic on December 21, 1990,[7] and added to I-990 on October 22, 1993.[8]
