How to Write and Submit a

Command Operations Report

Approximately 2500 commands are required to submit CORs annually. Archivists review reports in the order received for content, data integrity, and accessibility. A received receipt is sent after a report has been completely reviewed. This method allows archivists to send only one email that simultaneously verifies receipt, provides suggestions for improvement, and asks clarification questions about the report. Thank you for your patience.

In accordance with NAVADMIN 022/23, CORs for echelons 4-6 commands are due 1 March. CORs for echelon 3 commands are due 15 March. CORs for echelon 2 commands are due 1 April. The OPNAVINST is currently being revised to reflect these updated submission timelines.

Please Note The Following:

  1. Unclassified COR materials must be submitted via NIPR to NHHC_HAD_COR@us.navy.mil.  Classified materials at SECRET or below should be submitted via SIPR to NHHC_COR@navy.smil.mil. Please contact the NHHC COR Team for instructions on submitting any materials classified above SECRET.
  2. Only digital submissions to include email, FTP, and CD will be accepted, unless the material is TS/SCI. Only original digital materials should be submitted. Please do not submit scanned copies of the COR or the supporting materials. Command approval for the completed COR can be shown by CCing the CO or XO on the submission.
  3. The large file transfer system AMRDEC SAFE is no longer available for use. If your command would like to submit COR materials via a file transfer system, please use DoD SAFE:  https://safe.apps.mil/.

OPNAV Instruction:

The revisions of OPNAVINST 5750.1, the instruction that governs the submission of Command Operations Reports (CORs), were completed in March 2021. All commands should now follow the policies and instructions set forth in OPNAVINST 5750.12L.

The following requirements are among those set forth in OPNAVINST 5750.12L:

  1. All Navy commands which are echelon 2 or lower and which have a Unit Identification Code (UIC) must submit a COR each year to NHHC.  The annual submission is due 1 March.
  2. Immediate Superior in Commands (ISIC) may not submit on behalf of a subordinate command unless that command has 25 members or less.
  3. Please see sections 4.a; 5.k; 5.l; and 5.m of the updated instruction for more information related to individual command requirements.

OPNAV Template:

The revised template originally released with OPNAVINST 5750.12K CH-1 should still be used for all submissions. The template was updated in November 2019.
